Asked a few times, told to just a couple times in ten years. It's very rare for a business to have a no shirts, no shoes, no service policy here in the Netherlands, in fact I have never seen such a sign here at all, nor anywhere I've been on vacation in Belgium & Scotland. Some people have asked if it was all the same to me they'd prefer me wearing shoes, but when I said I really had a strong dislike for footwear, it was okay too. Only a couple places told me I really wasn't allowed in barefoot and on one of those I've later heard *loads* of completely unrelated customer service complaints.
Btw, it's not gross or unsanitary or dangerous to go barefoot; our skin is made to keep pathogens out so disease is very unlikely, injuries are very rare and there's no foot odor when you're habitually barefoot. Feet get very tough very quickly, and are fully washable!
