Whenever your skin comes into contact with something cold, the blood vessels will constrict and push the blood back into the center of your body. It's the way your body maintains its temperature. Your penis happens to have a lot of blood vessels that have the ability to dilate or constrict. That's how erections work.
Unfortunately, if your member is totally immersed in relatively cold water, you're going to experience some shrinkage. Don't worry. It's perfectly normal.
By the way, your body can overcome that natural process if you have some kind of...stimulace that makes your body think it needs to not shrink.
Eskimos still manage to make little baby eskimos in spite of vasoconstriction.

Does this make you unhappy?. If it does - make a choice of how large you want your crotch to be. Select an appropriate sized potato or similar like vegetable - do not boil. Tomatoes get a little squishy, cabbage leaves break when you swim; cucumbers and carrots may be easily spotted; beetroot may colour the pool. By the way do you go to the pool to swim or to exhibit tiny Tim?.

lol! All guys say it shrinks in water. Don't feel bad... I guess it's normal. Especially cold water!

too short for what exactly? It's God telling you not to get frisky in the pool because thats inconsiderate to the other swimmers, and your babies will be born with fins.
