OK it ALL depends on when your BIRTHDAY is. The cut off date is different in each state. In the state of NY if you are born after December 1st you graduate at 18 years old. If you are born before that date, then you graduate at 17 years of age. For example, I am 16 and my birthday is October 4th and I am going into my senior year of high school. I will turn 17 this October and will graduate at 17. I never skipped a grade. I would say it's about half and half in my school and probably most high schools across the nation in terms of graduation age. For example, say my birthday was in August and I was going into my senior year. I would turm 17 in August but still graduate at 17 since graduation is typically in June. So it all depends on your birthday and your state's cut off date.

I turned 17 during my senior year (12th grade) of high school, but I skipped a year of school, so I think most people's 17th birthdays take place during their junior (11th grade) year.

Some people are 17 as freshmen in college. Some are 17 as juniors in high school. (In the USA)

End of junior year (11th) or begining of senior year (12th). Then again, if you have a late birthday, this would be a little different...
