Spend Day 1 booking Malapascua Island, and then spend the rest of the day doing the customary tour that includes Magellan's Cross, the Taoist Temple, the Sto Nino Shrine. Have lunch in Sutukil.
Spend the rest of your trip in Malapascua. It is just so beautiful and inexpensive.
Go back to Cebu City the day before your trip back home. Then you can do your danggit shopping etc. And maybe have a drink at the hilltop while enjoying grilled pusit on a barbecue stick.

Diving: Malapascua Island & Pescador Island.
Bantayan Island is also great. The beaches are so nice. But, if you don't want to go farther from the city, there are also many nice beaches & resorts in Lapu-lapu City.
Also, try to check out Kawasan Falls in the town of Badian. It's around 3 hours drive from the city.

I'm from Cebu. Try going to the south in Moalboal. They have a diving spots there. Just go to the south terminal and ride a bus for less than 100 pesos i think.. I dont know much about the north of Cebu. Never been to Malapascua and Bantayan yet. But i heard its a great place too. Ciao.

Learning wise it probably was Washington DC because there were so many historical things to see and mueums and monuments to visit. Beauty wise probably Smokey Mountain National Park and finding a small waterfall on a remote peaceful trail. Butterflies actually were landing on me while I sat and admired it. Talk about being a part of nature. Most interesting was the Museum of Funeral Customs in Springfield Ill. Very unusual to see how things have changed over the years.
