What does this mean? Broken pipes? Who is responsible for paying for the repairs since she has only lived in the home for 3 months. She has home owner's warranty on the home.

If she has a well it could be a pump, a bad check valve, pressure gage or a bad tank which builds up pressure.
It could also be like the problem i had were it is a dirty screen on the end of the faucet.
And it would most likely be under warranty.

As the property owner, she is responsible for any and all repairs. There are many possible reasons for low water pressure. The most common reason is an old, clogged water main run between the meter and the house. Other possible reasons could include a partially closed main shutoff at the meter or the house or poor design of the plumbing system. Unfortunately most of these items would not be covered by the HOW.

An inspection prior to purchase should have revealed that problem. Why was one not done?

There could be many things wrong. The warranty on the home should take care of this.
Some problems could be:
If it has it's own well, then something in that system..it could just be a setting.
Is it pressure or flow? This makes a difference. There could be a "whole house" water filter that needs changed, or a bad water softener, plugged screen
The system may need to be "shocked" this is where someone comes and puts some back pressure on the line to loosten up "crud" and then flush it out.
I don't think is a broken pipe, as there would be evidence of this.

Inquire first with your friends and neighbors if they are experiencing the same problem. If yes, report also your problem to your water district/provider to remedy the problem in your area. If not, water supply is not a problem in your area so the problem maybe is in the water piping in your home. Check for water leaks so that if you found one you know already what to report to the contractor for the quick fix of the problem. Contractor shall bore the expenses on repair if still covered by warranty.
