Pluck it out and then you'll have to clean the wound. If it heals, good. If not, you'll have to find a way to take him to the vet.

Soak your dog's affected paw in an Epsom salt solution. Epsom salts can be bought at the Dollar Store. Pour 1/2 cup salts into a gallon of water. Warm and stir the water until the salts dissolve. Make sure the water is not too hot for your dog. Place his paw into the solution and keep it there for 5-10 minutes. You may have to hold or brace the dog since he won't want to put pressure on the sore paw. Remove the paw from the solution, dry it thoroughly. Do this 3-4 times per day. This will decrease any infection and possibly cause the foxtail to expose itself so you can remove it with tweezers. Apply an anti-bacterial cream, like Neosporin if you're able to remove the fox tail. Foxtails can travel easily throughout the entire dog's body and cause serious infections and even organ damage. Please seek a vet's attention is the best possible action.
