If I were elected President, my first act would be to enact a National Health Care Plan, so that ALL citizens of our country would be entitled to receive preventative and remedial medical care, no matter what their economic status might be.
Choosing the right Vice President is very important - therefore, I would pick someone that is very knowledgeable about history, domestic affairs and global affairs. Most likely that person would be someone of my acquaintance that would be from the educational field. The Vice President would NOT be just a ceremonial position, but would be actively involved in decision making and carrying out policy.
As with the Vice Presidency, the Chief of Staff position would most likely be filled by someone of my aquaintance, again, perhaps coming from either the educational or business world. Also would have intense knowledge of American and Global history, and have strong managerial abilities to carry out the functions of this position.

The list of things to do is a long one. National Health Care, Bringing home the troops without letting Iraq destabilize any further, real immigration reform by jailing CEO's that provide them jobs, security that makes sense and doesn't break the bank. Ending most outsourcing, rebuilding a much smaller, but much more flexible military. Respecting the Constitution, the Congress's duty of oversight and the Courts. Ending illegal wiretaps, having the previous administration investigated for breaches of national security and violations of both US and international law (charged as is appropriate). A VP choice would most likely be Dennis Kucinich, with Bill Richardson at State, Wes Clark at Defense. Chief of Staff - hard to say but I wish there was a guy like Leo McGarry out there.

To answer your questions in order:
1. hire 25000 border patrols and build a double-walled fence along the Mexico border. It's a long and expensive project, but it's gotta be done. Million of Americans are unemployed yet 12 million illegals have jobs, the California state budget is nearly broke from accommadating these people.
2. Vice-President-Colin Powell
3. No Chief of Staff, I am going to be the Chief of my staff.

Donna Brazile would be my Chief of Staff, Bill Richardson would be either my VP or Secretary of State. Either Bill Cohen or Wesley Clark would get the nod for Secretary of Defense.
My first act would be an executive order requiring high school and college students to take global studies 101.

Good question-first I would legalize Marijuana(hey if alcohols legal why not MJ) then I would take the money from taxing the crap out of it, to help establish a national health care system. My vice-president would be Quintan Tarantino, only because he gets along with almost everyone and he see thing in a different light. All those politicans are crooked, those in and out of office. We need a whole new breed.

First. The war is over. All the boys can come home today.
Second. Illegal immigrants have to leave. Any of them caught from now on will be deported after confiscating everything they own. They will be dropped naked from an airplane onto Mexico City. Five years in prison for anyone hiring, renting or housing, providing medical service, allowing to attend school or university, or anything else that helps them. Speaking or writing Spanish in a public place is a felony.
Third. Public torture for Rottenham Clinton.
Fourth. Public torture for GW Bush.
Fifth. Pot is legal.
Sixth. Have Cheeney shot in the face.
Seventh. a day of rest.

Give to the states what belongs to the states... stop federalizing petty issues.
My VP would be an old instructor from a Navy school... Staff sgt (probably higher rank by now) Bertrand!! 4 foot nothing man with a brilliant mind!
Chief of Staff... hmm... I'd have to say an old Algebra teacher... Mrs. Lynch, if she's still alive, she had MS.... but again... brilliant mind!

Disband the Democratic Party lol!
No, in all seriousness, I'd actually start a timetable for troop withdrawals from Iraq only if the gov't has not taken sufficient steps by 2009.

1) Initiate a better education system. Namely, lower the cost of college so more people can go. Most people don't go to college because they can't afford or they can't qualify for pell grants. Bush's motto was "Leave no child behind", but he didn't tell us how he would do it, so he left them all behind.
2) Find a way to fund research for alternative fuel. For example, corn oil is the worst oil people can eat, but it makes a great alternative for fuel because it burns cleaner. There are people who have developed ways to use this oil for fuel in their lawn mowers and such. Why not test it on cars?
3) Approve a bill for stem cell recearch. There could be cures for many things with this research. People who are paraplegic could possibly walk again with this research.
4) Provide a better health care system. The cost of drugs and visits is ridiculous. People have heart attacks when they get their bills for their visits. I got shingles and i had to pay $140 for a weeks worth of treatment of pills.
There's more I would love to do, but I don't there is enough space to write it all.
