Umm, no, I don't believe so. Personally, I really like it, both for myself, and for those around me, or basically anyone with whom I come in contact.
Considering the fact that our initial impression of a person tends to be the one that sticks, and that it is formed in the first minute or so of contact with a new person, I should think that personal hygiene cannot possibly be overrated, at least by those who desire friends and jobs and lovers.

Nooo, personal hygiene is important, you can get things like salmonella from not washing hands. I use to do Hospitality at school and my teacher whose worked in many resturaunts has seen chefs not wash their hands after using the bathrom which is gross since they are handling other peoples food.
Since you come into contact with lots of people, hugging, shaking hands, passing objects and just putting your hand on a railing they touched. Its important to have good hygiene.

It really depends on your own desire to have sex with attractive partners that smell good (and shave their pits), and a social circle with upward mobility. If these things do not appeal to you, if you can deal emotionally with being called "stinky" by strangers, and if you have found a career that is lucrative enough for you to pay the rent (fish market/sewage plant/livestock breeding), go ahead and remain unwashed. If you can find happiness in life being slovenly, that is your perogative. It is all about your personal goals. If your goals involve having influence and networking abilities, I would recommend showering at least once a day and brushing your teeth at least twice a day ( a lack of ORAL hygeine will have health consequences for you, not just emotional and finacial ones).

Perhaps. In the Middle East, they normally shower once a week. They to clean "areas" every day, though. In other places as well, they are not as anal about hygiene as we are here in the states. I think we go too far when we become germ-phobic to an extreme. But I can't imagine not showering every day. Icky!

i am a bit of a germaphobe. i take like 3 showers a day, and i love to be clean. but i'm a runner... and honestly, after a run, when i'm drenched in sweat and smelly, if i decide to go on another run, i don't care about hygiene. it's all the runner's high...
guess that's nasty, but whatever! i don't think it is overrated. sometimes underrated (kids in my school tend to be stanky).

No. It will only be overrated if you overdo it.
You can't truly terminate bacteria and germs.
Just take good care of your hands, by simply keeping them clean, you can avoid 90% of common diseases.
