how about turning off the light?
Your fish needs sleep just as you do, you're suppose to turn off the light for 12-14 hours at night and leave it on for 10-12 hours during the day
or another way is, just turn the other way

Turn the tank lights out.
Yeah, the fish will still be staring at you, but you won't' be able to see it's eyes.
Hey, wait a minute! If you're trying to sleep, why aren't YOUR eyes closed?
Maybe the fish wants to know how to stop you from staring at it while it tries to sleep....

Goodness me, your fish are very rude. Didn't their mother ever tell them not to stare?
You need to insist that they stop this behaviour immediately. You have to be firm with them, I know it is hard to do, but it is for their own good in the end. How are your fish going to get good jobs if they can't demonstrate good manners and not stare when people are trying to sleep?
If they don't listen to you, you could try putting them in a different room or covering the bowl with a blanket, but nothing too drastic as they could report you to authorities.
Good luck.

They are probably staring at that fruity hat with the feather. Try taking it off when you go to bed

your fih probably see you playing with yourself everynight and are amazed. i recommend either doing that in the bathroom or not doing it at all. sometimes fish get jealous they dont have hands so they cant play with themselves.
dont be mad at the fish, they cant help it. just be glad you have oposable thumbs
good luck with your problem
