Go to Start, Shut down and choose reboot.

Or depending on how you have your start menu setup it's start, turn off my computer and then restart.

If your clicking on start, then shut down, then restart does not work then you can just press the power button and it might shut down and if that does not work then press and hold the power button for 10 seconds and your computer will shut off and then all you have to do is turn it back on. But if you computer is not working good then I recommend cleaning out the temp files, cookies and your browsing his history and possiably getting rid of alot of the items that are running during startup.

go to start>shut down>restart

OR

ctrl alt del (hit it 2 times or until the comp starts to reboot)

OR

press or hold down the power button on your computer (only if the other ways don't work)

Maybe you are referring to restore?

Start -> All Programs -> Accessories -> System Tools -> System Restore
