can u put a penny/quarter into an envelope with a letter and send it?

You can send it, but there is a good chance it won't arrive. Because the post office uses automated sorting machines, a coin going through will often get pushed through the edge of the envelope by the rollers. Taping it to the paper will not help much if at all.
