Top: 6
Skirt: 5
Heels: 3.5
The lines of the sleeves for the top seem to flighty and not altogether business-like. It would work more for maybe eating dinner at someone's house. A silk blouse or feminine oxford-type shirt might be more workable.
The skirt needs to graze the knee, and the color and fabric seems almost woolen...it's too heavy. Either go completely professional by having a complete dark color, or go with a different weave and cut set to a more soigne fashion.
The heels are not appropriate for the office. Too strappy, and the actual heels are too thin. They would complete the outfit if you were dressed for shopping, but for the office it would be better to go with something that has more wrap. Lower heels would also be better.
Hope this helps!

The skirt is adorable, but I would find a loner more professional looking top with no pleated look. If you are choosing to wear black heels (I prefer closed toed shoes for the office, but that varies everywhere) you should incorporate a black handbag or maybe a black watch so the heels blend in better.

I don't think that goes together.
Top: would be good with slacks but not with that skirt. The shapes of the clothes don't mesh. 6
Skirt: not for the office. It just look too show-y with those strappy high heels.1
Heels: very cute, but should be worn with a longer, pencil skirt or slacks. 9
Hope I helped!
How about this:

Top: fits well, appropriate color and style, slightly boring - 9.
Skirt; fits well, good style, unusual color, good length - 10.
Shoes: very sexy, very stylish, inappropriate for office - no stilettos or open toes or sandals -5.
This is a secretary outfit - do you want to move up here?
Add different shoes, a jacket, and some quality jewelry [ earrings or necklace, bracelet or ring ].

Very cute and very professional. I actually wish I could wear something like that, but I'm on my feet for 10 hours. But it really looks great.
