WS HFA in the 2-3-2 format had simply alternated between leagues each year prior to the 2003 season.

2002 was an AL year (Anaheim).
2001 was an NL year (Arizona).
...
1995 was an NL year (Atlanta).
1994 was -- well, let's call it a skip year.
1993 was an AL year (Toronto).

The pattern goes back at least into the 1960s.

It was decided by giving home field advantage to the team that had the best regular season record between the two World Series teams.

that was the best way.
i also like the team with the most wins to host the WS.
