Ratio simply refers to a fractiion--one thing compared to another. You have 20 inches, and 2 feet (which equals 24 inches). Written as a fraction, it would be 20/24. Then reduce it down to the lowest common denominator (4 divides equally into both 20 and 24) makes it come out 20/24 =5/6, or 20 divided by 4=5, and 24 divided by 4=6.

20 inches : 2 feet
(put in simplest form, other words, reduce)
in this case, divide 2 into both numbers.

the answer is 10 inches : 1 foot
