Which countries still develop and/or facilitate biological and chemical weapons today?

I need this for a paper on WMDs (Weapons of Mass Destruction). I do not rely on wikipedia as some of its information is known to be false.

back in the 1980s iraq was our best ally in the middle east

when kuwait would not participate in limiting its oil production in order to raise gas prices, iraq invaded, thinking that the US, its ally would not interfere (iraq was making a lot of money, along with several other countries who held a quota when it came to oil production)

before all this the US had always looked at kuwait, pretty much how we look at iran now, but since they were providing us with cheap gasoline, well guess what saddam?! no dice!

we drove saddam out of kuwait, but did not go after him on his own soil, bush sr. probably had the foresight of knowing how costly that would have been invading a country in the middle east surrounded by other muslim countries, who were not exactly friendly towards us

would you be able to use this on your WMD report? if not then this should be a good history lesson to all you kids born after 1987

Let me answer the first question if the Roman had developed biological or chemical weapon to use for war? The answer is yes, it so happen at that time those secret, they call it sorcery. They put poison in water and put infected animal stock to enemy position. they also sent poison gas and arrow with poison. those are history. Unlike today generic biological weapon are produce. some biological mass destruction at that time are infectious that kill many people as you can read in history book. The UN has identified 17 countries they suspect of having bio weapons: Lybia, North Korea, South Korea, Taiwan, Syria, Israel, Iran, China, Egypt, Vietnam, Laos, Cuba, Bulgaria, India, South Africa, and Russia.
