In my case it is a glitch in the program. If I don't let the process of opening a window/tab finish before I click on another, then the program gets confused and seems caught in some type of loop opening tabs. It only happens when I click things too quickly. I have a mouse with a sticky roller. It doesn't always do what I intend. If your circumstances are different, then it might be another problem.
