Basically a moderate is open-minded to either side of the political spectrum. Also, they can have some conservative beliefs as long with liberal beliefs.

moderate is a voter that follows no particular party ideology, we vote on the issues we agree with, no matter which party is lying to us about it.
and then are denounced as liberals, by right-wing extremists.
