Remove the battery

Do NOT turn it on

Leave it in a sunny dry location for at least 1 (2 to be safe) days where it will COMPLETELY dry

put the battery in, and you have a 50 50 chance of it working

If you turn it on while wet, its going to short out

The phone is only salvageable if either or both of the following are true:

1) The phone was off when it got wet.

2) The phone did not get wet enough for the liquid to get into the circuitry of the phone.

If the phone was on when it got wet and the water penetrated to the circuitboard in the phone and the water became electrified for more than a second or two there's nothing you can do. If you have insurance on the phone, file a claim. Otherwise you're going to have to buy a new one at retail value.

If the phone was off when it got wet i'd recommend drying it out with the battery out of it for 5-7 days. Any small amount of moisture in the phone when you turn it on could short the circuitboard.

Don't think about lying to the wireless reps about it either because theres an indicator in the phone that changes color and if this is tampered with, missing or has changed color the warranty is void (though you can still make an insurance claim if you have the insurance).

Try using a hair dryer. But if it got too wet, it won't work, and there is an indicator inside that turns red when it gets wet, and the store will know it was wet. The warranty is void if wet. Sorry.
