If your vision in concentrated on the line you see, you would think you were still. But in reality (this is if you are spinning around the circle...wtf) you would be rotating along with the circle. Of course, to not be able to tell that you were spinning, you would need to be in a room that was one solid color...this is a real annoying paradox...
