Golden Barberry is yellow all season. I have three in my own garden. I love the color...it just glows.

What about a butterfly bush? There are several varieties, for example these are a beautiful yellow colour:
1) Buddleia Honeycomb Butterfly Bush,
2) Buddleia x weyeriana ''Honeycomb''

There are several varieties of 'Spirea' that have really light Green foliage...but not quite yellow....close.
There are several types of 'Coleus' that have a lot of yellow in their leaves. Most have some red in the leaves, but I've seen some with just yellow and green. there are also a lot of varieties of 'Coral Bells' and 'Hosta' that have really light coloured foliage.
