What's the voice thing on the old macintosh laptops called, and is it possible to put that on another laptop?

On the old Mac laptops there's something on there that allows you to type something in and it will say it in a monotone voice. Is it possible to take that and put it on my HP NX7400 laptop?

in windows go into control panel> sound> and wat ever u type, it will say
