where is a good place to get lockpicks in elder of the scrolls oblivion ?

Buy them directly from your Doyen (if you're Thieves Guild), or almost any "pawn" shop.

Of course, you could always do the Nocturnal Daedric Shrine quest (see link below) - which will ELIMINATE the need for lockpicks altogether ;););)

Join the Thieve's Guild:

Two options:
1) Talk to a beggar (any beggar), and raise their disposition to 70 to find out how to join. Talk about the Gray Fox with their disposition at least 70.

2) Punch a guard (any guard), or commit any crime and get caught and go to jail. The best way is to steal "clutter" in a shop, so you bounty is low and therefore so is your jail sentence (the longer you spend in jail, the more your skills decrease). Wait around when you get out and a Dark Elf will approach you with an invitation to the Thieve's Guild.

Another Option:

If you are level 10, perform Nocturnal's Quest. Nocturnal's Shrine is North of Leyawiin, about halfway to Bravil, off the road on the East side of the Lower Niben. Complete the quest (it's pretty easy) to get the Skeleton Key, which is an unbreakable lockpick that also adds 40 to your Security skill.
