do you make a border for a website? one that goes around the edges?

Yikes, one question mark is enough, and it would be helpful to give a clue in the title as to what the question will be.

Anyway, in a photo program, create a picture that is very large, maybe 8 inches wide and 12 inches long, or whatever the dimensions that you want your page to be. Make the picture white, or any color, or even something wavy like satin. Now add graphics along all 4 sides to make your border. Then add it to your website as a background and put all of your content within the borders. Just be aware that your picture will tile, meaning it will repeat iteself to cover the entire space that your website happens to use. So if you don't want it to repeat, make it even bigger or just do a border along one side and design it so that it won't show if it repeats.
