Modesto is the largest town (200,000+) and county seat of Stanislaus County.

will show you that Stanislaus and Contra Costa counties don't even touch. They are closer together than Modoc and San Diego counties, though.

Both Modesto and Contra Costa are located in California, the latter being the county seat of Contra Costa County in the Bay area near San Francisco.
