Since alot of pitchers and hitters were doing steroids prior to 1999 and Bonds wasn't, doesn't that mean we should adjust Bond's stats, including his home run totals, up?

No, but you make an interesting point. MLB players
make enough money as it is; too much, it could be
easily agreed.
Players who use steroids should be penalized by
the association that represents them by nullifying a
home run that they'd hit when they were known to be
using steroids. That would be a nice little bit of
"poetic justice"!
If that were done--and, of course, it never will be--
Barry Bonds would be eons away from matching
the record of the great Hank Aaron!
