I mainly just need to know how to express percentages as a ratio?

0.3 / 100 = (0.3 * 10) / (100 * 10) = 3/1000

The value of 0.3 % = (3 / 10) 8 ( 1 / 100)

= 3 / 1000.

Ok .3% as a ratio is .3 to 100
or .3/100
or .3:100
This is because a ratio of a percent is a number out of another and a percent is any number out of 100.
So any ratio is the percent over 100. Or to 100, or the way you express your ratio.
SO Any percent ratio is the percent number to 100.
