No unless the town or state installed the mail boxes, the postal service makes you think they own all the mail boxes when in fact the home owner does. Along with your flyer I would ask the home owner if they mind receiving your flyers and explain why your advertizing this way and how it would benifit them, saving them money, time, gas, and tell them about the specails they will receive by letting you continue to place flyers in thier mail boxes. You have to be inventive and give them a deal better than the one they may have now.
Put self addressed envelopes with guestions, such as,
What do you pay now? How often do you need this service?
Are you happy with your present service.? How can I be of better service to you? THe lawn care business is a big business today and in the future. So if you do it right you will suceed.

Sincerely yours,
Fred M. Hunter

No. You can put them on their doors, cars, etc, but you are not legally allowed to open their mailboxes.

Alice B is WRONG:

18 U.S.C. 1725 states:

"Whoever knowingly and willfully deposits any mailable matter such as
statements of accounts, circulars, sale bills, or other like matter,
on which no postage has been paid, in any letter box established,
approved, or accepted by the Postal Service for the receipt or
delivery of mail matter on any mail route with intent to avoid payment
of lawful postage thereon, shall for each such offense be fined under
this title"

"TITLE 18 > PART I > CHAPTER 83 > Sec. 1725"

It appears that violation of this provision is an infraction, carrying
a fine of not more than $5,000 for an individual, or not more than
$10,000 for an organization.

its only illegal if you actually look at their mail but its not illegal to put flyers in the mailbox. stay away from mailboxes on porches, and if you want to put fliers in porch mailboxes, look if there is a car in the dirveway, and then just leave something in there. because people are more likely to check the mail after they hear the clack of the mailbox and they will be informed faster. target houses with bad lawns, and with those houses, mabye put cupons in their mailboxes. hope this helped!
