Yes, a person learns his respective job, then takes a State test and approves them to be licensed. The State deems them competent to be certified. It's not just something someone calls themself because they want to.

A master plumber needs to have a certain amount of time as a journeyman and then take a State test to become a Master Plumber. You must have a Masters licence to own a business in most states. Some States are including a business class to be a business owner. Too many people going out of business due to not knowing the paperwork end of running a business.

You can kind of go with Vincents answer although there is no minimum years of experience to go on. It's a Nation wide thing.
A journeyman has to have a minimum set of hours in, then he can go for the Masters rating but, he can only do this twice in one year, then he has to wait for a period of time before doing it again. And, it cost a bundle for the test.
Usually if you work for a good company, the pay rate increases also. A Master is the top of the line or, is suppose to be although I've had some doubts about some guys.

Master rating is where a person in the electrical Field has many years experience in this trade and is well know in his area and does expert work in our Field it is
Electrical engineer
Master Electrician
Journeyman Electrician
Helper or gofer (go for this go for that)

The ratings are apprentice, journeyman, master.
Unions used these levels for pay scales based on skill level.
Generally a 'Masters` license is required for the proprietor of a contracting firm in the specialties mentioned.

master in electrical and plumbing means you have a min of 7 yrs of experience and took the state exam
in WI you need to prove 1000 hrs min of work experience per yr for 7 yrs to quqlify for the exam for master electrician
5 yrs for journeyman
