The 8600GT is not power hungry and consumes only about 40watts. A 400W power supply w/ >15amps on the +12V rail could power it, especially if your processor draws only 65W (C2Duo and AMD64 X2 EE). However, a higher wattage power supply runs cooler, lasts longer and gives you plenty of elbow room for upgrades. Power supplies complying w/ ATX V2.01 and V2.2 have dual or more +12V rails and have high efficiency (less HEAT generated).
Dual +12V rails means higher USEFUL wattage on the +12V rail. New processor circuits in motherboards, new video cards, peripheral devices, and fans are all powered from the +12V rail.

Hmm a lot of people get caught with this one. A lot of companies manufacture computers with a lesser power supply that is not actually it's rated specs. As said earlier depends what is also running off of it, I tend to put in bigger power supplies than requiredthere fore allowing for upgrades if the customer wishes without hassels.
eg.. I like to use pentium 4 MOBO say 3GHZ CPU.floppy drive, Multi card reader, DVD Writer 512MB DDR Nvidia PCIE and I whack either a 400 or 450 watt power supply in to ensure that everything runs smooth
