I am having a hard time figuring out whether my car has a cigarrete lighter installed...?

When I bought it, it came with a "no smoking" receptacle put in where the lighter should be. I replaced the broken fuse and put in a lighter and it doesnt seem to be working. any ideas?

there's no heating element inside.they're only for plug ins.
