A simple formula is:

(Earned runs/innings pitched) X 9

So, a pitcher who gives up 25 runs in 50 innings would have this:

25 / 50 X 9 = 4.50

To the guys below me - thanks for the clarification. Dumb thing to leave out on my part.

a earned run (the E.R. part) is when a hit scores a run. so lets say you have played 4 games. in the time you pitched (maybe, 4 innings) you take the runs that scored off of you- lets say in your first game, 3 points are scored. in your second, 2 points are scored off of you. in your third game, 6 runs are scored off of you. and in your fourth game 1 run is scored. what you do is add the four point totals. 3+2+6+1=12. then you divide the total amount of points by the number of games you have played. 12 divided by 4 is 3. your ERA would be 3.00
