i think it`s a tough black plastic used to cover things to keep water off.

It is a brand of plastic sheeting used for crawl spaces and drop cloths or covering things.
We use it in the shipyard to cover ships when we paint them so we don't spray other things that shouldn't be painted.
It is spelled Visqueen
