Because they are not made up of charged particles. Magnetic and electric fields only act upon charged particles (e.g. protons, electrons, alpha radiation). Light and X-rays are not made up of any particles but are waves.

Any physicist on here? Sorry I went to school for Xray and I am a Tech. It was explained but is very confusing. I can only say that light and xray are a heat source and are easily dissipated by air. Magnets and electric are forces.
