Wikipedia says a mole is the number of entities in Avogadro's Number, so 1 mole of NH3 will have more atoms in it.

The two things have the same number of molecules, but since Cl2 is composed of two atoms, and NH3 is composed of 4 atoms, NH3 will have more total atoms.
