Instructions: download it (free), and run the installer. Voila!
It is perl v. 5.8.8.820.
(Note to previous respondent: Perl isn't useful only as a web page generation language. Long before anyone knew what "CGI" meant, it was a highly regarded generic scripting language. I write perl scripts all the time, and only a tiny fraction of them generate HTML.)

If you're talking about Pearl the web web programming language, It has to be installed along with Apache and a few other programs on what is often referred to as a personal server. I'm wondering why you would want to do this? Pearl went out with button up boots or at least when PHP arrived on the scene. If you go to www.hotscripts.com, you will see that there are over 13,000 php offerings compare to 3,000-4,000 in Pearl., and most are old I'm I'm not even sure that the major hosting services support Perl any more. I know mine doesn't. If I'm on the right track, I'd seriously ask you to reconsider. If not, I apologise.

Well... If you are only using Linux, Perl is a native scripting language of it. Wherein many Perl packages are available for you to choose on what to install.
Perl and PHP usage is somewhat differs nowadays. PHP is being use to develop application softwares (such as Accounting system, Payroll System, Content Mgt System, etc) whereas Perl (CGI) is being use to develop system softwares (such as Webmin, Usermin, etc).
Like in my case if PHP can't handle a certain software requirements I use Perl instead.
