1.I have aqua eyes and jet black mascara along with liquid plum eye liner [Almay] alone will make them "pop". For eye shadow apply three shades of pink. The closest pink shade to your skintone should be used as a base, apply it all over your lid. Next, apply the lightest pink shade on your browbone [right under your eyebrows]. Then take the darkest shade and apply it on the bottom of your eyelids [right above your lashes]. Extend outward a bit father than the outter corners of your eyes. Do this and i GUARANTEE your eyes will stand out. BE SURE TO MAKE THE REST OF YOUR FACE LOOK NATURAL. No bright blush or lipstick/gloss. Because youll look like a clown if you do. Use a nude lipgloss or even better, nude lipstick on your lips to downplay them.
2.Definately professionally, they will do a much better job than if done at home. No offense, im just being honest.
3.Permanent straightener. I have no opinion on relaxed hair, but my friend got her hair permanently straightened and she looks GORGEOUS!
4.What color is your hair? Either way, you sound like you and i could be idenical twins. Definately wear black. It'll compliment your skin and most definately your eyes.

I'll try to answer 1 and 4.
#1.
I have green eyes and I'm golden-pale complected. After much color experimentation over the years, I have finally realized that my eyes POP when I use this combo....
First, I use a Gold eye cream shadow and paint a very, very thin line along the upper lash line. And then I take a Green eyeliner pencil and line over the gold from the middle of my eye outward to the edge. Then I coat the lashes, Black or Green. It looks really cool when it's done. In your case, maybe you can use an aqua color instead of green. But the gold shimmer brings out the green and amber tones in my eyes very nicely. And the end result is VERY dramatic. I find people notice the color of my eyes more often when I do this.
"Wow, your eyes are SO GREEN"--I hear that alot!

My closet is full of Greens, blacks and browns. Lots of earthtones, they always work. And rock the heels. I'm short so I never wear flats unless they're sneakers.

1) no clue!
2) i would rather do it at home, because the salons take FOREVER, but make sure you have someone to help.
3) it depends on your hair. i have frizzie hair and i found after i used the permanent straightner it didn't work 100% but it was much easy to use a flat iron after that,so i suggest the relaxer.
4)you sound like me! i find light blue always looks nice on me but everyones different and i think you should experiment!

I have the same color eyes and what works really good are browns. Browns work really good especialy blue eyes. I have naturaly wavy and i straighten it every day. The relaxer are mainly for african american hair. You can do it permenitly but depending on how your hair is it can fall out or become severly dried out where it breaks just touching it. Go to the salon and they put the right amount needed. And what to wear; if you have red hair green. brown: purple, Black: white

You can make those eyes look wonderful with a lavender eye color - and black eye liner -
Don't relax your hair at home trust me even at the salon I had trouble (yes I spend hours with a flat iron and tried the Japanese relaxer) so don't do it yourself - trust your salon!
Have fun with your clothes and experiment pick up an Instyle or any vogue and get an idea from there -
