you might have loose or broken pulley. tension spring broke or not on. belts could be on wrong. trans axle in neutral and or need fluid maybe broke.

Did the problem start when you installed new belts? Could be that the drive belt is the wrong one or not installed properly. There should be a diagram on the tractor showing how to install the belt. What happens when you try and push it? Does it roll easily?

The drive belt is not properly aligned, or, a spring has broken or come loose. The belt has to be tight to turn the transmission.

Either a belt is broken (I know you said they're new belts...but *perhaps* one is broken or not on the correct pulley??) or The gearbox has issues...maybe a pin is sheared.

i don't know if yours has this or not, but my lawnmower has a switch that makes it to where you can push it. but when the switch is flipped, you cant drive it. the switch on my mower is located under the seat above the battery...good luck.
