Yes, I believe it should be reported, but only if you feel comfortable doing so. If your company has a whistleblower policy, take advantage of it.

Bootlegged is illegal. If you go strictly by the law, turn them in. Ethically, You know this person is committing a crime and should be turned in. But, where do your ethic stand. Do you look over it because it this crime doesn't involve porno and children. It is only pirates of the Caribbean. He isn't hurting anyone but the big companies who would make the money from the stores. Do you stand by your ethics? No matter what the crime. Big or small? Are you able to turn a blind eye against the law because this isn't a major crime? Hey, people run red lights all the time, so I guess it is okay? Here is what I would do. It is illegal. It should be reported. I would turn him in just because there is a chance some of the movies could be something horrible.

It may or may not be an ethical issue, but it is a legal issue.
Bootleg movies usually means movies being sold without license, in violation of copyright laws.
As to who and whether to report it, that is an ethical issue. How much do you care whether someone else is breaking the law?

If his/her actions aren't getting in your way, don't bother with it. If he/she found out you told on them, it could make things harder on you. He/she might let all your skeletons out of your close that he/she may know about you. I'd also keep a close eye on your car, getting your car keyed and tires flattend are common yet difficult to prove ways your enemies get back at you.
Personally, 10 bucks a pop for a movie ticket is highway robbery! Mix in a few bootleg high quality movies in staid, to get the average monthly movie budget down to WHERE IT SHOULD BE.
If the price for a movie ticket was reasonable, there would be a lot less piracy.

It is illegal, but you are unlikely to be charged with being an accessory unless you share in the profits. I would kind of decide it by what kind of company you work for. If it's like a factory or some company which has almost no public contact, I'd leave it up to you. But if the company itself could get in trouble for it, I'd let them know ASAP. Not to mention, if the guy is doing this, when is he doing his work? It's costing the company money, too.
