I would say that it depends on how long you are going to be there stuck. A traffic light, never. A train blocking the road almost always for me, unless the train is really moving along then I keep it running.

Anytime I figure to be more than 5 to 10 minutes stopped, then I'll shut the engine down.

Traffic lights? Not likely. Traffic jams, if you are sitting still more than a couple of minutes, probably. Rail crossings, if you can't see the end of the train, or if it is stopped blocking the crossing, always. This is the day of electonic ignition systems and fuel injection, not carbretors and ignition points. The modern car takes little gas to restart, and restarts so quickly the starter doesn't get hot. In 42 years I have only had one car that needed a starter replaced, and that was back in 93 or 94. Idling gets 0 miles per gallon, a re-start takes the same gas as idling one minute for the average car.

If you are going to shut off your engine at those times please know that if you are going to be still for atleast no less than 15min. I dont see problem happening at the moment if you do shut off and restart your vehicle but always remember about wear and tear. It is hard on your starter everytime you start your vehicle. I would have to guess that if someone is shutting off their vehicle around those times is because they may have an oveheating problem, which then makes a little more sense. If you are having overheating problems turn on your heater full blast and it should help out quite a bit. Murphy's Law.

It depends if it is a fuel injected or carb'd. If its fuel injected then yes, if its a carb engine and you know that it will be longer then 30 or so seconds then it should be fine. ive noticed my range extended when using this technique
