What is the best city to live in, in the state of Florida??

My bf wants to move to fla in a year or two when he is finished with school. I have 2 kids age 2 and 5 and I don't want to live in a city that looks like a video shoot for "girls gone wild" 365 days a year lol... I am thinking mid to north fla... somewhere close to the beach...

also- what is the average cost of rent (house or apartment) with 2 or 3 bedrooms?

I like the Northwest Florida area,not directly on or in the beach area.
