First, let's solve for y in terms of x:
12y = 8x - 16
Divide each term by 12:
y = (2/3)x - 4/3
That's solved for y in terms of x, and it's also in slope-intercept form. If you want to graph it, you start with the intercept, and plot a point at (0, -4/3). Then you can plot another point using the slope. Since the slope (2/3) is rise over run, you can plot the point that has gone UP 2 units and to the RIGHT 3 units, which is (3, 2/3). Then you can take your ruler, line the two points up, and draw the line that passes through both of them.

12y + 16 = -8x
divide both sides by -8
-(3/2)y - 2 = x
