Never.

Why? Because it's just disgusting. Would you want to be swimming and then look over and realize that you're swimming in water that someone's menstrual blood is steadily dripping into? If I were to see a woman swimming without a tampon on her period and she was visibly leaking, I would ask her to get out of the pool and if she didn't I would get a lifeguard to force her to get out of the pool.

If you swim on your period without a tampon you will be polluting the water and humiliating yourself when you get out of the water and blood runs down your legs.

Contrary to what people say, your period DOES NOT STOP IN WATER! What happens is, the water disperses the blood throughout the pool so quickly that it only LOOKS as though your period stops.

Trust me it does not stop, and it will be embarrassing.

No, I have been told you can do it because its just like being in the shower or bathtub. I never wanted to take the chance. I just wear a tampon and dont even think about it.

Yes, it was skinny dipping, and I just didn't care. That's what 5 beers and a shot will do to me.
