No, Harris Burdick is a fictional character that Chris Van Allsburg made up, to give the story titles and captions and images more meaning... It gives them some context, rather than just random bits of stories that, for some reason, have no full narrative attached to them.

If you look at the drawings that were supposedly done by "Harris Burdick", and compare them with other illustrations that Chris Van Allsburg has done, you'll agree 100%
