They are guidelines and recommendations. That means they are just some group's opinion of the best course of action. The administration isn't under any obligation to follow them if they believe (right or wrong) that there is a better way.

Because Baker-Hamilton basically says "surrender" Baker was always an appeaser. If we as a nation come home without beating the enemy you can count on being muslim or being beheaded. The muslims will fight for 100 years if they have to. They have a will to win even if it costs their very lives. You need to get that same resolve, or we are done for.
