Use aviation fuel and a hotter spark plug. I'm kidding. Are you running your mower in races? Really, if you're using the proper fuel, if the engine is in good shape, if the spark plug is clean and properly gapped, if you keep the oil level up, and if the wheel bearings are lubricated, the mower will go just as fast as its designers intended.

You can increase the engine's RPM by removing the govern and adjusting the carb and timing but then you will blow the engine. The engine is set up to run the optimum RPM's at full throttle. You start monkeying aruond with it and you will either blow the engine of severly shorten it's life.
