this character is small human character that was like a mobster. He was short and smoked a cigar. He was one on an episode in which he was following bugs bunny in a train.

it is not marvin not Yosemite Sam he has black hair short with a big head and of coarse its not tweety HES HUMAN !! he is kind of like a mafia guy and has that mafia accent

its not rocky and mugsy either but he was a loner did not have a sidekick.....he was not as old though as rocky and mugsy

Mugsy was the big dumb sidekick. The little guy was Rocky.
"Rocky and Mugsy were the duo of gangsters who would appear in a few classic cartoons directed by Friz Freleng. Rocky, the short tough-guy gangster wasn't always seen with his goofy sidekick, Mugsy. oh! i know exactly who you're talking about. i'm not sure if he had a name since he was a character they didn't use too often. but yeah, he was dressed up like a gangster from the 20s. like al capone or something like that. i'm looking for his name right now.
yup. his name was mugsy....and he was always with the big dumb guy named rocky. =)
