its not like your butt crack and crotch are touching the seat.
So why is it necessary to hover?

It really isn't necessary to hover. Many studies have found that toilet seats are actually less contaminated with bacteria and such than public phones, water fountains, door handles, and work desks. Unless there is actual human excrement on the seat (and you don't want to wipe it off), feel free to sit.

People are too afraid of germs!

Hover if I purely gotta pee, yet i won't be able to poop like that... so then i'm going to cover till that's a *very* clean looking restroom with an attendant and all.... Btw, people who say seat covers are not in many situations provided, lavatory paper works too.

Think of it this way, your butt is touching something that many other butts have touched. You don't know if those butts are dirty, sickly or whatever. Gross. Then there are diseases, some can hang around for a few minutes and cause you problems, crabs for instance, can be on the seat right after someone uses it and you waltz in and guess what? Tada! You are taking home some new little friends.

you don't have to, it is a personal preference. You are right, if the seat is dry, there are no real germs to spread on your unbroken skin, it is perfectly fine to sit on a public toilet seat. Its just as women we are soo expected to be clean and have a fear of germs that some women take it to extremes.

There are actually all kinds of diseases you can, indeed, catch from a toilet seat. My son had a mild version of a flesh virus his doctor informed us he caught from a toilet seat and the doctor also listed a bunch of diseases spread that way; she told us even hepatitis can be caught that way. Unfortunately, hovering leads to splattering which is unsanitary too, but in restrooms without those paper covers I don't see what else someone can do, especially when the seat is already messy. UGH!

Toilet seats actually do not carry as many germs as the door handles or flush buttons
