I think Bush is worse than Carter was. (and I am a Republican)
Carter tried to run this country with his Heart. Everyone knows that a Politicion has to sound like they have a heart to the American people, but when it gets right down to it, they have to be ruthless in all things. If America ever becomes the utopia that we are all wishing for, Carter would make the perfect president for it.
I am not sure what Bush is running this country with, but I don't think it is his heart and I am certain it's not his mind. I think that the only reason that Bush is in office is because that what Mommy and Daddy wanted. When we, the American people, voted him into the white house, we were more or less playing "Pin the tail on the donkey" and BOY DID WE GET THE DONKEY!

We have had far worse President. I think that Andrew Jackson was the worst President ever!
Now there is a guy to compare to HITLER!

Based solely on economics, Carter is by far the worse president. Unemployment was high and inflation was in double digits. Any economist would tell you that these two factors separately are bad, but working in tandem they are an economic disaster. Bush (war policies, etc. aside) has managed to bring the unemployment rate down to the lowest percentages in the last 30 years--and yes, the unemployment rate under Bush is lower than it was under Clinton. The Dow Jones alone is not a strong economic indicator, but it typically corresponds with the general economic ebb and flow. Under President Bush, the Dow Jones has seen its highest marks ever, period.
Carter was not a bad man, but the question is about the economy. In this case, President Bush is far superior to President Carter in strictly economic terms.

I detest George Bush and I like Carter as a person, but I think Carter was the worse economic president. (Bush is worse overall and particularly in international matters.) Part of it he could not help- OPEC's actions for example (that drove gas to over $1 for the first time and made it cost more per gallon then [when adjusted for inflation to today's dollars] than now), but I do blame him for the 15% interest rates when he left office and for never doing any of the things to make income taxes more fair (the IRS is still bad, but in the 1970s they were little short of the gestapo and maximum tax rates were ridiculous). I think Carter was a good man, but not a great leader overall- he'd have been far better as a Secretary of State or Sec'y of the Interior than as president.
Carter was far more conscientious about the budget deficit however, not that it mattered much when Reagan and then Bush 1 took power. Bush's worst economic acts have been to completely ignore the balanced budget, that insane $300 rebate a few years ago [wtf? That's like saying "Ooh, I've got spare money in my account- I need to give it back to my employer!"] and the "richest 1%" tax breaks, but I think ordinary people suffered worse under Carter.
I think history will judge Bush the worst president since Harding at the very kindest, but little has to do with his economic policies.

Although Andrew Jackson (7th president) was an American Hero, he promised to never force the Cherokees from their homeland; he lied and betrayed the American Indians and is responsible for the "Trail of Tears." The Cherokees had even saved his life at the Battle of Horseshoe Bend.
Abe Lincoln is tied with Old Hickory because Lincoln failed to broker a peaceful solution in America's greatest crisis.
Andrew Jackson and Abraham Lincoln are tied for the worst "President Award" (bring on the "thumb downs". If I don't get at least 10 it will be considered a success. Oh, in regards to the other two, I'd say it is a pretty close race- but Carter by a nose.

I thought Carter was a rotten president and out of the two I've answered your question. Bush is a tad better. Speaking of presidents killing americans Eisenhower is guilty of that as is Wilson (Teddy R bless him was only a 2 faced bigot at heart). Now those two I would never have voted for if my life depended upon it.

Carter was a complete and utter disaster. The economy is going well today, as long as you don't listen to the idiots in the main stream media who wouldn't know economic data if it fell on their heads.
