New drivers would do well to stick to 4-cyl cars, or mild V6's. Don't get a hot-rod V8, start small and work your way up.
As for what "looks great", that will depend on your personal preference.
You might look at an early third generation Acura Integra. ('94 and up)They are fairly quick, get good mileage, and can be made even faster with the wealth of after-market parts available for them. Even with low miles, you will be hard-pressed to find one much above $12k.
Honda Civics from the same era are an even more affordable alternative.
Other options could be: SVT Focus, Chevrolet Cavalier Z24, Nissan Sentra SE-R
Stay away from low-end Mitsubishis, VW's, Toyotas, Kia's, Suzuki's, Hyundais, and anything with a Geo name on it, or branded as an "ultra-economy" car . They are prone to breaking down, or do not offer the performance you seek without investing more money than the car is worth to get there.
For new cars, it is hard to beat the Scion tC, which does not cost much more brand new than a decent used car in the same price/performance arena.

Anything both fast and cheap will already have had the cr*p beaten out of it. If you are actually a new driver, you do not want a fast car. You will be in accident, guaranteed. Sorry, but fast cars are for experienced drivers who know the limitations of the car and the driver. If you don't believe me, spend a weekend at a trauma ward or do a ride-along with the highway patrol.

one of the best value and decently quick cars is the honda civic SI model. And I don't know what you mean by fast?? You can get a 94 z28 Camaro for a decent price and its a cool looking car. It'll just be old and need tlc. As far as new vehicles, if you want speed and low price you need to go with the foreign sport compacts.
