In other words, can I use the same name as this other business since we are in different countries [they are a book publishing business publishing titles of local interest--with a narrow niche; I also plan to a book publishing business].

You can use any name you want. The question is will the other company contest it and demand you change it. If you're not in the same field of business and in different countries, it's unlikely there will be any conflict.

Its best to ask an attorney, one who specializes in this type of thing.(copyright attorney), if its not legal you can be sued and lose everything you made and maybe more.
